The best one for fashion design would be the Savannah College of Art and Design. It's a reputable art school which I feel comfortable recommending. For fashion merchandising, I'd focus on the University of Georgia and Georgia Southern University.
There are a lot of fashion design/merchandising programs out there. A lot of them are not reputable, and graduates sometimes find that they're holding the same retail job post-graduation as they could have had before going to school. Go to some place reputable. Be cautious.

Otis
Academy of Art University
Fashion Institute of Design& Merchandising (FIDM)
Savannah College of Art and Design
Fashion Institute of Technology(FIT)

Oh my gosh, there are SO many art colleges out there, but the one that has always stood out in my mind is FIDM.
The reason being is I have friends who went to school there and they not only had a blast while going to school there, but they also landed killer jobs while in school and after graduating.
There are so many positive perks about going to FIDM but the one that stands out is the awesome career center. The reason being is FIDM has an amazing reputation in the fashion and entertainment industry. From their successful grads who come back looking to hire FIDM grads, to the companies who’ve enjoyed hiring FIDM grads. This is something that you can greatly benefit from as a student–both while in school and after you graduate.
Also FIDM offers lifetime help with job placement. This means if in 10 or 20 years after you graduate you need help in finding a job, they will be there to help you every step of the way! Now I’ve never heard of a college offering something like that!
If I were you, I would talk to an advisor at FIDM because they can tell you about FIDM in compared to the other schools and they will be up front and honest with you. They will also tell you what’s the best school for you in terms of your major and what you’re looking for in a lifestyle. Some people perfer to live in a small town while others prefer to live in a big city. That’s also an important factor.
