Advertising - PAID media messaging. Purchase ads and commercials - not as respected as Public Relations. Your work will include media buying, media placement and creating advertising copy/graphics.

Publicity - FREE media messaging radio interviews, print articles, television interviews. Your work involves media relations.

Public Relations/PR - Strategically position in public for favorable public image - includes sponsorship, endorsements, speaking engagements, strategic partnerships, etc. Your work involves managing public image.

Marketing - The umbrella underwhich Public Relations, Advertising, Promotion, Publicity fall. Deals with product, price, positioning and promotion. This the MOST disciplined areas of the four. Your work involves strategy and calculation.
References :
I'm a marketing, PR, and communications recruiter, and here's how I define the difference.

Marketing is the broader picture behind advertising. Marketing covers all of the messaging (visual and written), as well as the how, why, when, and to who of the product or service.

Advertising is the how and to who of that. Who are we trying to reach, and how do we do it?

For your major, I would recommend marketing, definitely. However, because it's fashion, you might want to be more specialized: a degree in Business: Emphasis in Retail Fashion (which is what my sister did). But, for your purposes, marketing will get you farther in the specific field of fashion merchandising.
